The eternal tug-of-war of a chain is consistency versus autonomy. A well-run network gives both, and grows without friction at each opening.
Head office imposes the brand without micromanaging. A national promotion reaches a hundred locations identically in one click, without waiting for each site to set it up — well or badly — on its own. Brand image stops depending on each franchisee's judgement, which is where a chain blurs. Real consistency, without chasing anyone.
The location adjusts what only it knows. The daily menu, the local event, the price for its area: things head office cannot know and the franchisee can. Giving them that autonomy within the corporate frame — with their own access to their screen — makes the system work in practice, rather than being a top-down imposition the site ends up ignoring.

In a network with forty different owners, what gets ignored is almost never ignored on purpose.
The site that did not put it up did not refuse: it never heard. The email went to an address nobody has opened since the previous manager left, or it landed on a Thursday with someone who was off until Tuesday. Head office logs it as a brand deviation and the site experiences it as an unfair telling-off — and both are true at once, because the problem was never in anyone's willingness: it was in the delivery.
And it is not discovered until far too late to matter. The old poster shows up in a photo a customer posts, or on the area manager's visit three weeks later. By then the campaign is over, and the worst part is not the poster: it is that the month's like-for-like sales comparison is now worthless, because three of the sites were not selling the same thing as the rest.
What changes the problem is putting the campaign up ceasing to be a task. When the common part reaches the whole network on its own and what each site decides is only its own — the hours, the offer on its street, who is serving today — compliance becomes the default state instead of a job somebody has to remember.
